Plainview welcomes new planner

Plainview Planning Commission welcomed Jordan Rockwell, East Tennessee Development district Regional Planner, at its November meeting. Stewart Skeen, Codes Enforcement Officer, introduced Rockwell and noted that he is also the planner for Maynardville City.
Skeen reported that he did not write any building permits for October, but fielded numerous phone calls and questions regarding new construction and zoning. He recommended changes to a couple of properties.
Wade Williams requested that the property at the corner of Tazewell Pike and Monday Road be divided into two lots. One lot would contain the stone house. The other would be approximately 3.5 acres, would keep the current garage, and would be used to construct a new house.
The second property is at 1311 Ailor Gap Road and involved a variance to property zoned for AR-1. Adjacent property owners were agreeing to a property line change. But neither property met the zoning requirement and had been zoned AR-1 (agriculture/ residential) since the formation of Plainview. The Board of Zoning Appeals approved the variance as did the Planning Commission for both properties.
Skeen also informed the Planning Commission and the Board of Aldermen that he had received a plat to build the Family Dollar at the corner of Tazewell Pike and Ailor Gap Road. This plat is on the opposite side of Tazewell Pike from the request brought several months ago. This plat is on property currently owned by Johnny and Lisa Jones, but known locally as the Ethel Johnson property. The plat calls for removal of the house and construction of a commercial building and parking area. Skeen commented that the rather lengthy document was still being reviewed, and he would have a recommendation at a later date.
During the Plainview Board of Aldermen meeting, Police Chief Brandon Ford reported 19 calls, no wrecks, and that the striping on the new truck was under budget at $160.
Fire Chief Brad Woods stated that the fire department has run 136 calls to date with 19 so far in November alone. He encouraged citizens to obey the burn ban, to get a burn permit when available, and check fireplaces before use.
Commissioner Angela Conner-Murphy updated the recent County Commission actions on the new middle school construction, the jail location and the Sharps Chapel Bridge research.
In the open forum, Becky Munsey requested that the city formulate a plan to clear city streets of ice and snow as had been done several years ago. She also noted that the county uses chat (very small gravel) rather than salt which seems to be very effective and especially helps workers travel safely.
Linda Riffey thanked Munsey and the aldermen for addressing the heavy trucks on Wolfe Road. The aldermen did not remove the weight limit that had been under consideration. Riffey requested that the city consider posting signs at either end to state that the road had dangerous and blind curves and was also very narrow. Vice Mayor Richard Phillips agreed to check on the requests.
The next meeting of the Plainview Planning Commission and Board of Aldermen will be December 12 beginning at 6:30 p.m. at Plainview City Hall.
