PLAINVIEW CITY COUNCIL Met March 9, 2021

Mayor Chandler called the meeting to order at 7:10 PM

Present: Mayor Chandler, Vice-Mayor Philips, Gordon Bright, Josh Collins, Rebecca Lock
Reading of Previous Minutes: Mary Ann Brantley. Motion by Richard Phillips, Second by Gordon Bright to approve as read. Motion carried.
Police Report: Chief Eddie Muncey said March has been busy but smooth. He commented the City received a check for $1900 from Union County for drug related fines processed.
Zoning Report: Stewart Skeen reported issuing one permit to Chris Tolliver and Travis Bowman for Lot 20 on Stowers Drive for a 1400 square foot home and three 30-day notices of violation of Zoning code section 38.1 duty to maintain property on Atkins Road.
Old Business: Josh Collins asked about the zoning code violations discussed at the last meeting pertaining to operating a business in a residential area. Stewart Skeen said the property owners have been advised of the code. Owners plan to sell the property and move soon. Property will be monitored for compliance.
New Business: Mayor Chandler presented the first reading of Ordinance 149 for proposed rezoning of property at 1705 Tazewell Pike from AR-1 to R-3 as requested by Chris Tolliver and Travis Bowman by permission from the current property owner. Tolliver and Bowman plan to purchase the property for residential development pending the re-zoning approval. If passed the Ordinance 149 becomes effective upon the closing of sale. Vice-Mayor Phillips made a motion to approve the first reading, second by Gordon Bright. The ordinance passed by roll-call vote. For: Mayor Chandler, Josh Collins, Gordon Bright, Richard Phillips. Rebecca Lock abstained from voting.
Open Forum: Vice-Mayor Phillips announced the budget hearing at 6 PM on March 16. He said the City of Plainview is doing their part to keep Union County beautiful by picking up trash. Vice Mayor Phillips said he is waiting on an estimate from Kyle Beeler for various road and park improvements.
Richard Phillips made a motion to adjourn; second by Josh Collins. Meeting adjourned at 7:40 PM
