Plainview City Council Met June 11, 2019
Call to Order 7:05 PM by Mayor Chandler

Present: Mayor Chandler, Vice-Mayor Phillips, Aldermen Josh Collins, Marilyn Toppins, Gordon Bright
Reading of Previous Minutes by Mary Ann Brantley. Two name corrections were made. Motion by Marilyn Toppins, Second by Richard Phillips to approve with corrections.
Regional Director of Census Kimberly Smith presented information on the procedures and importance of reporting the upcoming 2020 Census.
POLICE REPORT Chief Eddie Muncey reported a busy month. Bullet Proof Vest grant has been submitted and waiting for approval. A new law regarding hand held cell phones while driving will take effect on July 1 with progressive fines for offenders. The traffic has slowed inside the subdivisions with increased patrolling and citations.
ZONING REPORT Mayor Chandler spoke for Stewart Skeen. No new permits issued.
OLD BUSINESS Three bids have been received for removing trees and stumps at city hall. A motion by Gordon Bright, Second by Marilyn Toppins and approved by the board to accept the bid of $1,750 from Hall. Other two bids received were Hankins $2,000 and Davis $1,400.
After some discussion on building a city website the board agreed to obtain a second quote before proceeding. Josh Collins agreed to submit the design requirement to Russell Communications.
The damage to the fence in front of city hall from a fallen tree will be repaired at a cost of $700.
The tile on Sallings Road has been replaced by KCB Excavating at a cost of $6,000.
A bid is forthcoming for the improvement of the floating pad on Stowers Road.
NEW BUSINESS The first reading of Ordinance 145-Budget Amendment transferring of funds for tractor purchase was approved by a motion by Gordon Bright, Second by Richard Phillips and roll call vote. All for. None opposed.
OPEN FORUM Richard Phillips explained the Situs Reports through the Tennessee Dept. of Revenue will be updated to assure the Sales Tax Revenues will be credited to the City of Plainview.
Vice-Mayor Phillips announced the neighborhood watch meeting on June 20 and the upcoming annual meeting to be held at Wilson Park on July 26. There will be no July meeting.
Fire Chief Brad Woods thanked Plainview for their help with raising $8,000 at their annual fund raiser.
County Commissioner Becky Muncey announced the passing of the Union County Budget.
Marilyn Toppins announced a fund raiser in Wilson Park on June 15th proceeds to go for refurbishing the Veterans Memorial Wall. She also thanked the City of Plainview for their sponsorship of the Union County Golf Tournament and noted that Union County took third place in the tournament.
Mayor Chandler asked everyone to remember the sick and grieving in our community.
