Plainview City Council Meeting February 9, 2021

Mayor Chandler called the meeting to order at 7:00 PM.
Present: Mayor Chandler, Josh Collins, Richard Phillips, Rebecca Lock, Gordon Bright
Minutes of previous meeting read by Mary Ann Brantley. Motion by Richard Phillips to approve as read. Second by Gordon Bright. Motion carried.
Police Report: Chief Eddie Muncey reported busy but smooth month. The new owners of Butternut Mobile Home Park are requiring stricter rules for renters. No one with prior convictions will be allowed.
Zoning Report: Stewart Skeen said the “Failure to Maintain” citation issued to the Grissom’s has been dismissed by Judge Darrick Edmondson and Plainview. Butternut Park is now TRG Woodbury LLC. The new owners have promised to comply with all zoning ordinances, permits, and all city requirements. There has been a request for subdividing property at 709 Tazewell Pike. The real estate office at 1302 Tazewell Pike meets the zoning requirements. A letter has been sent to the real estate board. Four permits have been issued: A church sign at 124 Ashley, two to TRG Woodbury LLC for lots 6 and 7, and a barn/storage building at 437 Wolf Road. There have been numerous inquiries from prospective residents and business owners regarding various properties including 1746 Tazewell Pike 16 Acres zoned commercial, and 1705 Tazewell Pike 24 acres zoned AR1.
Old Business: The cost estimates for plans for a city garage have been postponed until after the budget workshop.
New Business: Vice-Mayor Phillips made a motion to reappoint Judge Daryl Edmondson has city judge as Judge Darrick Edmondson has resigned. Josh Collins seconded the motion. Motion passed by roll call vote, all for.
County Mayor Jason Bailey presented information on the proposed Luttrell Park Sports Complex. The complex is pending the receipt of a Parks and Recreation Grant the county has applied for. Grant funds will be matched by Union County. The presentation was followed by a brief question and answer session.
Open Forum: Fire Chief Brad Woods reported having responded to 108 calls during the past year. The fire department is stepping up training programs for the incoming year. Police Chief Muncey thanked Chief Woods for their support and aid to the Plainview Police Department
Mayor Chandler made mention of the devastation of sickness and death in our community caused by Covid 19.
Vice-Mayor Phillips announced no Neighborhood Watch this month nor Senior Dinner in March. Vice-Mayor Phillips made a motion to not go forward with the mobile home ordinance at this time due to absence of need. He suggested it could be revisited later if needed. Motion was seconded by Rebecca Lock and passed by roll call vote. All for.
A budget workshop was set for March 16th at 6 PM.
Residents at 1321 Tazewell Pike seem to be running a recycling business in their back yard. He is wanting to purchase an incinerator. Stewart Skeen and Gordon Bright and Josh Collins agreed to speak to the residences about zoning laws regulating operating a business in a residential zone.
Vice Mayor Phillips made a motion to adjourn. Josh Collins seconded. The meeting adjourned at 8:00 PM.
