Plainview amends subdivision regulation, installs officers

At the close of the public hearing on Resolution R-2022-01 to amend the subdivision regulations, the City of Plainview Municipal Planning Commission voted to reduce the asphalt binder from 2.5 inches to 2 inches and leave the topcoat at 1.5 inches at its regular meeting on April 12.
The commission also recommended that the Board of Aldermen adopt the 2018 International Building Codes. Codes Enforcement Officer Stewart Skeen stated that he had been working with the Vice Mayor Phillips and Alderman Josh Collins to develop a fee system for a variety of building permits. He also noted that a new rezoning fee is included. Forms will list all paperwork needed to gain the approval of the planning commission for any development to begin. There will also be three inspection reports and an additional fee for re-inspections.
The new fees will not take effect until the certified inspector is in place. Skeen reported that all paperwork including the Irrevocable Letter of Credit for the roads had been completed on Plainview Acres and that Chris Tolliver had begun to build the houses.
Following the Plainview Planning Commission Recommendation, the Board of Aldermen voted to adopt the 2018 IBC and IRC with the minor changes as stated. The Board also adopted the Building Permit Fee Structure which includes fees for a residential or commercial new building to range from $600 to a maximum of $1500 depending on the square footage. Alderman Lock abstained from voting on the fee structure.
Vice Mayor Phillips explained the resolutions needed to complete the application for the Community Development Block Grant to make improvements on Corryton Road and Sallings Road. If approved, the CDBG would be for $500,000 with Plainview paying a local match of $67,000.
Chief Brandon Ford announced the hiring of two new deputies to fill vacancies due to resignations. Mayor Gary Chandler administered the officer oath to Jonathan Brogan and Vice Mayor Richard Phillips installed Keith West.
Plainview will hold two public hearings prior to the Board of Aldermen meeting on May 10. One public hearing will be on the FY23 Budget Resolution and the other will be for the CDBG Resolution.
