Call to Order: 7:00 PM by Vice-Mayor Richard Phillips, Presiding.
Prayer: Alderman Gordon Bright
Present:
Aldermen Josh Collins, Richard Phillips, Gordon Bright
Reading of Previous Minutes: Mary Ann Brantley read last month’s minutes. A motion to
approve as ready by Gordon Bright, Second by Josh Collins. Motion Carried. Minutes of Special
Called meeting of November 1, 2018. Motion to approve by Josh Collins, Second by Gordon
Bright. Motion carried.
Police Report: Sargent Scott Graves reported a quiet smoot month with no major incidents.
Zoning Report:
Codes Officer Stewart Skeen reported issuing no new permits. There are
some upcoming requests for rezoning to be heard in the near future.
Old Business: None
New Business: Denies Holt of Ingram, Overholt, and Bean, presented the draft of FY 2017-2018
audit. She reported finding no discrepancies in the books and complimented the city on
maintaining a balanced budget. Josh Collins made a motion to approve the audit. Second by
Gordon Bright. Roll call vote. All for. None opposed.
The first reading of Ordinance 140 regarding rezoning of property at Smith Road and Tazewell
Pike was approved by a motion from Josh Collins. Second by Gordon Bright. Roll call vote. All
for. None opposed.
The second reading of Ordinance 141 – Budget Amendment to purchase equipment was
approved by a motion from Josh Collins. Second by Gordon Bright. Roll call vote. All for. None
opposed.
Open Forum: Stewart Skeen introduced and welcomed to the city Matthew and Denise Bolt
who have purchased property in the city with plans for opening a bed and breakfast The Bolts
were seeking advice from the city regarding requirements for operating a B&B in Plainview.
Resident Danny Davis asked for information on the floating concrete pad installed by the city at
Stowers Road and First Street. He expressed concerns about water standing and possiblyfreezing in the road and the problems it might cause. Vice-Mayor Phillips noted that if problems
should arise the city would look into at that time.
Mr. Davis also mentioned a dilapidated mobile home at 160 Second Street. Stewart Skeen said
the city is aware of it but has been unable to; locate the current owner as the former owner is
deceased.
Motion to adjourn by Gordon Bright. Second by Josh Collins. Meeting adjourned at 7:40 PM.
