Teacher incentive pay postponed; Coppock and Gibbs re-elected

Dr. Jimmy Carter, Director of Schools, remarked that his staff was preparing a rubric (rules for evaluation) for teacher incentive pay.
He further explained that the plan would not be ready for the Union County Board of Education September meeting and would need to be placed on the October agenda. Carolyn Murr, president of the Union County Education Association, responded that teachers probably deserve at least another month's pay and that the frustration of teachers would continue until the videos for distance learning have been completed mostly outside of the regular school day. Ending her remarks, Murr commented, “Gentlemen, the videos take time, the teacher's time.”
One more item was removed and another added to the agenda. The item removed from the agenda was a resolution to give the director the power to suspend the board policies during this school year. According to Dr. Ronnie Mincey, the election of the chairman and vice chairman needed to be added to comply with holding this election in September. After the agenda was amended, David Coppock and Marty Gibbs were re-elected as chairman and vice chairman, respectively.
The board completed the rest of the business in record time. Missy Brown, Deputy Director of Finance, presented the finance report, the budget amendments and transfers, and a contract. Most of the business on the budget dealt with adding grant revenue and carryover money from FY 20. All were approved.
The only contract was with West, Welch, Reed Engineers, Inc. (WWR) to provide the engineering for the HVAC in the hallways of Luttrell Elementary at a cost of $7,650. If WWR handles the letting of the bid, the cost would increase by $3,800, and the construction would be another $4,050 for a total of $15,500 for the entire contract in three parts.
Board policy changes passed on the second reading dealt with Threat Assessment Teams (3.204), Commercial Advertising on School Buses (3.405a), Field Trips/Excursion/Competitions (4.302), and Graduation Activities (4.606). Finally, the board surplussed two welders, some shampoo sinks and chairs from the high school CTE program.
The next regular meeting will be on Thursday, October 8, but a special called meeting occurs on October 1 to discuss the Capital Projects for FY 21 and into the next several years.
